On the 31st of July, the members of the Alliance of Active NGOs in the field of Child and Family Social Protection (APSCF) took part in a validation event for the project
National Referral Mechanism Strategy for the protection and assistance of victims of crimes for the years 2020-2030. The IC La Strada Moldova representative, Tatiana Fomina, analyst in the field of public policies and the main author of the project, presented the main provisions of the document to the colleagues from the alliance, and the discussions that followed helped elaborate recommendations coming from NGOs active in the field of Child Rights. The consultations took place online and were organized by the APSCF secretariat.
The 2020-2030 strategy aims to implement the rights of the victims of crimes (trafficking in human beings, domestic violence, torture, sexual abuse etc.) as one of the most vulnerable categories of the population, based on the cross-sector and cross-departmental interaction. The main objective of the strategy is to integrate all policies and services dedicated to victims of crimes into a unique, national, functional referral system.
The project of the 2020-2030 strategy was elaborated in 2018-2019 by a work group consisting of specialists from the Ministry of Health, Labour and Social Protection (4 people), the La Strada Moldova expert and 2 representatives of the IOM mission in Moldova. The elaboration of the strategy would not have been possible without the financial support from the Norwegian Ministry of External Affairs within the international technical assistance project ‘Supporting national authorities to advance policy response to trafficking in human beings with full respect to human rights and rights of trafficked persons’.
To date, the Strategy project went through 4 validations and public consultations, in which 200 specialists from state institutions, NGOs and inter-governmental organizations participated. The civil society is invited to comment on this public project before the 10th of August 2020. The Strategy is due to be officially approved in September 2020.
